Document legalization for Thailand · from California documents
Legalization until 28 February 2027.
Thailand has acceded to the Apostille Convention, but it does not enter into force there until 28 February 2027. Until then a California apostille is not the finishing step. A California document is authenticated by the California Secretary of State, then by the U.S. Department of State, then legalized by the Thai embassy or consulate. From 28 February 2027 an apostille replaces that chain. We run the U.S. chain and check the document before the fee.

Questions about this route.
Not yet. Thailand has acceded to the Hague Apostille Convention, but the Convention does not enter into force for Thailand until 28 February 2027. Until that date Thailand is outside the Convention, so the apostille is not the finishing step: the U.S. Department of State issues an authentication certificate, and the Thai embassy or consulate then legalizes the document.
From 28 February 2027 the Convention is in force for Thailand, and a California Secretary of State apostille (or a U.S. Department of State apostille for a federal record) becomes the finishing step for documents the Convention covers, in place of embassy legalization. If your deadline falls close to that date, call: we confirm which route the receiving office in Thailand will accept on the day it receives your document.
State first: the California Secretary of State authenticates the signature of the California official on the document. Federal second: the U.S. Department of State authenticates the state certificate. Embassy third: the Thai embassy or consulate legalizes it. We confirm the embassy or consulate's current requirements before filing, and each authority's fee is confirmed before we start.
Whether the office receiving your document in Thailand wants a Thai translation, and who must certify it, is set by that office. Tell us where it is going and we confirm before anything is translated. Translation is quoted per document by page and language before anything starts.
Yes, for the U.S. chain. Order the certified copy from the county or the state and have it shipped to our office at 416 Bryant Street, San Francisco, CA 94107, or mail us what you already hold. International delivery and each authority's fee are confirmed before we start, and we can keep you updated by WhatsApp if you prefer.
